Frozen credit is a temporary hold placed on a portion of your wallet balance when you place a bid on an auction. This ensures that you have sufficient funds to complete the purchase if you win. The frozen amount equals your current bid amount.
When your bid crosses into a new bidding range, the minimum bid increment changes. The system re-freezes credit to ensure you have enough funds to cover the new bid amount and any potential automatic outbid increments within the new range.
When another bidder outbids you, you are no longer the highest bidder and therefore no longer obligated to purchase the item. The frozen credit is released back to your available balance, allowing you to place new bids on this or other auctions.
